Minutes of the Tumby Parish Council Meeting held on Monday 24th February 2020 at 8pm at High House Farm, Tumby Moorside.

Public Forum

Fifteen minutes were allocated for members of the public to speak.  No members of the public were present at the meeting.

1312.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1313.                     Apologies for Absence

Apologies had been received from Cllr J Scarborough.

1314.                     Declarations of Interest

There were no Declaration of Interests brought before the meeting.

1315.                     Minutes

 Draft minutes of the meeting held on Monday 25th November 2019 had been circulated prior to the meeting.  It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record.  Cllr Wilson duly signed the minutes.

1316.                     Highways

Comments were made about the new keep clear sign at Gibbet Nook.  The keep clear before the junction appears to have made a difference to vehicles coming in and out of the garage and most vehicles are leaving the gap clear.  The only issue is when lorries come up to the junction, if they are first in the queue, they stand over the keep clear area.

Clarification is needed on the white lines at Gibbet Nook, on the main road, as the police have recently been sat in Gibbet Nook telling drivers that they should not cross the white lines to go into the garage but should turn down Leagate Road and in that way.

The change of right of way at Tumby Woodside school was once again discussed.  It would make sense for this to happen.  The Parish Council are waiting to hear back from Cllr Ashton to see if Highways are happy for this to take place.

Potholes were once again discussed.  There are various ones at the following places: Tumby Swan roundabout, outside Mellor’s farm at Haltham, Sandy Bank Road.  The drain at Swan Farmhouse also needs attention.

1317.                     Accounts

The clerk presented the following accounts for payment:

Woodco Office Equipment – Printer Ink – Cheque Number 000318 - £26.39

H M Revenue & Customs – PAYE – Cheque Number 000319 - £30.60

A Appleyard – Salary Dec/Jan/Feb – Cheque Number 000320 - £121.93

A Appleyard – Room Hire – Cheque Number 000321 - £15.00

It was resolved to pay these accounts.  This was proposed by Cllr Wilson and seconded by Cllr Lee.

1318.                     Police Matters

There have been no case of either deer poaching or hare coursing since the last meeting. There have been a number of farm thefts in the Woodhall Spa/Horncastle/Bardney targeting items like 4x4’s Quads etc.

There have also been several sheds in Park Lane Coningsby which have been broken into.  There also has been a stolen van/equipment seized. 

1319.                     Correspondence

Correspondence had been circulated prior to the meeting.  There was nothing to bring to the meeting from the correspondence received.  Correspondence included LALC newsletter, LALC E-News Letters, Scootability Coaching for Schools Letter.  Letters have been received regarding the new rounds for refuse collection.

1320.                     Parish Matters

Cllr Ashton advised that, following the meeting with Richard Davies, he had not heard anything back from Highways.  He will let the clerk know once he hears anything.  Cllr Ashton also advised that currently, budgets are being discussed for the coming year.  It looks like there may be an additional £3 million extra for Highways.  Highways are currently working on fixing potholes.  No work on road signs etc is being carried out now. 

He also reported that currently there are challenges in Lincolnshire with flooding and the North Sea coastline needs protection.   Long term solutions to the problem are needed but there is a lack of funding in Lincolnshire due to low population.  Funding is also needed to do vital work on the main river courses in the County.

1321.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held at High House Farm, Tumby Moorside on Monday 18th May 2020 at 8pm.

There being no further business the meeting closed at 8.45pm
