Minutes of the Tumby Parish Council Meeting held on Monday 28th February 2022 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak.  No members of the public were present at the meeting.

1375.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1376.                     Apologies for Absence

Apologies had been received from Cllr J Lee and Cllr M Foster.

1377.                     Declarations of Interest

There were no Declaration of Interests brought before the meeting.

1378.                     Minutes

 Draft minutes of the meeting held on Monday 6th December 2021 had been circulated prior to the meeting.  It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record.  All in favour.  Cllr Wilson duly signed the minutes.

1379.                     Highways

Some of the potholes in the area have been filled in but there are still some which require attention.  Councillors were reminded that the best way to notify Highways of any issues is via Fix My Street, a mobile app.  The road from Tumby Woodside to New Bolingbroke has been repaired and a good job has been done.  The rail is down at the school corner, the clerk will report this.  Concerns were once again expressed about the speed of traffic and the layout of the road at the school junction.  Councillors asked Cllr Ashton if a speed limit would be considered through Tumby Woodside to slow traffic down.  A survey would need to be carried out to monitor traffic usage of the road, traffic speed etc.  Cllr Ashton will speak with Highways regarding the issues at this junction to see what can be done.

1380.                     Planning

S/189/02256/21 – 1 Ivy Cottage, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Extension to existing dwelling to provide additional independent living accommodation – Full Planning Permission granted.

PL/0051/21 – Propose to construct a Household Waste Recycling Centre (HWRC) on existing closed landfill site.  To include single storey welfare building/office and canopies.

Building work has commenced on this site.  Cllr Spurrier asked if all the necessary risk assessments had been carried out before work commenced.  Cllr Ashton will look at the survey report to ensure that all necessary tests have been completed.

1381.                     Accounts

The clerk had been unable to log onto the HMRC site to work out her salary and the PAYE.  She will organise the following cheques for payment as soon as she can get on the system:

H M Revenue - PAYE – Cheque Number 000338

A Appleyard – Salary – Cheque Number 000339

1382.                     Police Matters.

There have been several farm thefts recently in the area, particularly from diesel tanks.  Cllr Hodgson reported that their yard at Mareham Le Fen had been targeted.

1383.                     Correspondence

Correspondence had been circulated prior to the meeting.  There was nothing to bring to the meeting from the correspondence received.  Correspondence included LALC newsletter, LALC E-News Letters, Woodhall Spa & Coningsby & Tattershall Neighbourhood Policing Team Newsletter.  A letter had also been received regarding roadworks within the Parish.

1384.                     Parish Matters

Cllr Avison reported that everything has been quiet at ELDC, the first face to face council meeting is to be held this coming week at the Meridian Centre in Louth.

Cllr Spurrier advised that the estate had gifted a 400-yard length of land to join the bridleway from Kirkby on Bain to Toft Grange, thus making it safer for walkers and riders.

The next meeting of Tumby Parish Council will be held on Monday 30th May 2022 at 7.30pm in New York Lecture Hall
