Minutes of the Tumby Parish Council Meeting held on Monday 27th February 2023 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.

1433.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1434.                     Apologies for Absence

Apologies had been received from Cllr J Scarborough and Cllr T Spurrier.

1435.                     Declarations of Interest

Cllr Scarborough advised that she had conducted a bat survey on Homefields, planning S/189/02315/22.

1436.                     Minutes

Draft minutes of the meeting held on Monday 28th November 2022 had been circulated prior to the meeting. It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1437.                     Highways

Cllr Aston had sent through an email advising of road repairs which had been conducted at Sandy Bank.  Some interim repairs have been done with a further hotbox repair order in place to fill any remaining and new potholes and edge damage. Hopefully, this will be completed within the first quarter of 2023. There is also a larger asset maintenance-based scheme in the planning, but no timescale is currently available for this. Councillors felt that this road needs to be re-classified to a B road instead of unclassified due to the volume of traffic which uses the road.

A vehicle has gone off the road outside Proctors Farm causing damage to the verge. Luckily, the vehicle did not go into the dyke.

Councillors again discussed the possibility of Tumby Woodside having a 30mph speed limit introduced through the built-up area. There are now more young families residing in the area and there is a concern for safety of the children from these families due to the speed of the vehicles.

1438.                     Planning

S/189/01386/22 – The Railway Station, Station Road, Tumby Woodside, PE22 7SL – Change of Use, conversion of and alterations and extensions to former railway buildings to form 1 no. dwellinghouse and detached three bay garage – Decision still awaited.

S/189/02016/22 – The Old Chapel, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Application to remove condition 2 (occupancy condition) imposed on planning permission ref no. S/189/1164/12. – Decision still awaited. The main concern on this one is the lack of parking space available.

S/189/02315/22 – Homefields, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Change of use conversion of extension and alterations to an existing barn to provide a dwelling, erection of triple garage with office and gym above and construction of a vehicular access for the existing dwelling and associated parking. – These are amended plans to those originally sent through in December. The question was raised as to whether the MOD had been consulted on this one as the property is in the flight path of the jets.

S/035/02447/22 – Proctors Farm, Sandy Bank, Coningsby Moorside – Change of use, conversion of and extensions and alterations to the existing barn to provide a dwelling. – Councillors supported this application. This one was going through, but the Senior Officer has now been called in to assess the viability of the original building. This application has been delayed for further scrutiny.

S/035/01788/22 – Leagate Barn, Leagate Road, Tumby, Boston, PE22 7SY – Erection of a double garage with storeroom. Demolition of existing garage. Full planning permission granted.

1439.                     Accounts

The following cheques were presented to the meeting:

HMRC -PAYE – Cheque Number 000351 - £30.60

A Appleyard – Salary – Cheque Number 000352 - £121.93

It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that the payments be approved. All in favour.

1440.                     Police Matters.

A new PCSO has been brought into the area, PCSO Holly Grogan.

1441.                     Correspondence

Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News, Wolds Police Quarterly Briefing, ELDC Town and Parish E-News. A letter had been received regarding the siting of a defibrillator in Tumby Woodside. The only suitable place would be in the cul-de-sac, which is in Mareham Le Fen Parish, but electrics would be needed to run it and it would need a watertight cabinet to protect it.

1442.                     Parish Matters

The drains outside the Leagate Inn have now been sorted and the contractors have made a decent job of the work.

1443.                     Any Other Business

The Council Tax budget is going to ELDC for approval this week. A proposal of a 3.16% increase on the district’s share has been proposed, this will be an increase of £4.95 on a Council Tax Band D property.

The number of vehicles in the field at Sandy Bank Farm was discussed. Cllr Avison will speak to ELDC Enforcement to monitor the problem again.

This meeting is Cllr Avison’s one. He was thanked for his help and support over the years.

1444.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Tuesday 16th May 2023 at 7.30pm in New York Lecture Hall.

There being no further business the meeting closed at 8.25pm.
