Minutes of the Tumby Parish Council Meeting held on Monday 26th February 2024 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1488. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1489. Apologies for Absence
Apologies were received from Cllr J Scarborough and District Councillor, Cllr J Knowles.
1490. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1491. Minutes
Draft minutes of the meeting held on Monday 27th November 2023 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1492. Highways
Cllr Ashton will check up on the current position of the proposed repairs to Sandy Bank Road. There are potholes again outside of the Keepers Cottage at Tumby, these will be reported on fix my street. The layby at Tumby Swan requires attention and is dangerous to drive in. Cllr Ashton will mention this to Highways to see if they can do any repairs. During the harsh weather, the road has been flooded from the layby to the Swan roundabout. The surface water struggles to get away due to Anglian Water filling in the dyke. Councillors asked Cllr Ashton about the chances of getting a change of priority at the Tumby Woodside junction. He advised that this was very unlikely but that he had requested a speed limit review for this stretch of road. Cllr Scarborough asked if it would be possible to put up Slow/Children Playing signs as there are now a number of children in the area and

she was concerned that the children are at risk from speeding vehicles. Cllr Ashton will forward details of the criteria for speed limits and will also see if anything can be done to resolve the situation.
1493. Planning
S/189/00964/23 – Land at Meadow Farm, Tumby Moorside Road, Tumby Moorside – Erection of two storey house – Decision awaited. Plans have been amended with a change of house size, situated under mature oak trees.
S/189/01807/23 – Land South of Old Ticket Office, Station Road, Tumby Woodside – Erection of a dwelling to be used as a self-contained holiday accommodation – Decision awaited.
S/035/02114/23 – Land at Leagate Farm, Cross Keys Lane, Coninsby, LN4 4RT – Reserved matters application relating to the erection of 146 no. dwellings, erection of garages, erection of 2 no. pumping station and construction of internal roads - Comments were made about the need for a footpath to be put both sides of the road from the entrance to Gibbet Nook. Traffic congestion is currently bad at the Gibbet Nook junction with vehicles, at busy periods, queuing from the Leagate Inn. The proposed dwellings will only increase this problem. Concerns were expressed about where all the run-off water will go.
1494. Accounts
The following cheques were presented to the meeting for payment:
HMRC -PAYE – Cheque No. 365 - £30.00
A Appleyard – Salary – Cheque No. 366 - £122.49
It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the payments be approved. All in favour.
1495. Approval of Budget
The budget detail had been circulated prior to the meeting and it had been agreed to set the precept at £1000 again for the coming year. Everyone in agreement.
1496. Police Matters.
Scrap men have been caught in the area helping themselves to scrap from farmyards. It has been too wet for any hare coursing. There have been reports of dogs worrying sheep in the area and this has been flagged to the police.
1497. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin, a temporary road closure and details of a new app for the Call Connect Bus.
1498. Parish Matters
Discussions took place again about the recent flooding problems and the lack of help from the Environment Agency. There is still an awful lot of work to be done to make everything right again and to get all the main river breaches repaired.

The next meeting of Tumby Parish Council will be held on Monday 20th May at 7.30pm in New York Lecture Hall.
There being no further business the meeting closed at 8.24pm.
