Minutes of the Tumby Parish Council Meeting held on Monday 24th February 2025 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1540. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1541. Apologies for Absence
Apologies for absence were received from Cllr H Scarborough, Cllr Knowles, and Cllr Foster (District Councillors).
1542. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1543. Minutes
Draft minutes of the meeting held on Monday 25th November 2024 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Wilson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1544. Highways
Pothole repairs have been carried out down Sandy Bank Road recently. Cllr Ashton advised that more extensive repairs to the road are to be conducted later in the year. The laybys at Tumby Swan are still in need of repair. Cllr Ashton had reported these and will chase to see if repairs are to soon be conducted. Cllr Ashton reminded everyone that the best way to get pothole repairs conducted is to report them on Fix My Street. He also reported that he is waiting to hear back about the speed limit through Tumby Woodside.
1545. Planning
S/189/01815/24 – Heartsholme Farm, Chapel Road, Tumby Woodside, PE22 7SP – Change of use, extension, and alterations to agricultural building to provide 1 no. dwelling and change of use of land to domestic curtilage – Full Planning permission granted.

S/035/01934/24 – Proctors Farm, Tumby Moorside Road, Tumby Moorside, PE22 7ST – Erection of a dwelling on the site of existing buildings which are to be removed – Full Planning permission granted.
1546. Accounts
The following cheques were presented to the meeting for payment:
HMRC -PAYE – Cheque No. 377 - £30.40 .
A Appleyard – Salary – Cheque No. 378 - £122.09
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the payments be approved. All in favour.
1547. Police Matters.
There have been petty thefts from sheds and garages in the Woodhall Spa area. No hare coursing or poaching has been reported within the Parish. A car has driven into the wall at Swan Corner. Numerous minor accidents are occurring at Gibbet Nook and once again this junction is something the County Council need to improve.
1548. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin, a temporary road closure and the Town and Parish Council Newsletter.
1549. Parish Matters
New York Primary School is to be closed at the end of this school year with the children being transferred to Frithville Primary School, which is part of the same trust, the Horncastle Education Trust. It was a choice between New York or Frithville for closure. The building at New York will probably be used as an alternative education facility.
Cllr Ashton reported that the Storms Impact Report has now reached its conclusion and has been sent through to the Executive Committee.
He also reported that LCC’s budget is proposing a 3% rise on Council Tax.
A campaign is currently taking place to say no to Pylons in the Fens area, this is seen as an area of outstanding beauty for its landscape value.
There are to be changes within local government but how this will be implemented has yet to be decided.
Cllr Spurrier thanked Cllr Ashton for his continued support of the Parish Council and wished him every success in the coming election.
1550. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 19th May 2025 at 7.30pm in New York Lecture Hall.
