Minutes of the Tumby Pa 505.
Minutes of the Tumby Parish Council Meeting held on Monday 23rd February 2026 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1594. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1595. Apologies for Absence
Apologies for absence were received from Cllr J Scarborough and Cllr S Matthews.
1596. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1597. Minutes
Draft minutes of the meeting held on Monday 24th November 2025 had been circulated prior to the meeting. It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1598. Highways
Both laybys at Tumby Swan require further repair, despite some repairs being conducted. The A153 is breaking in the middle of the road. There are also various potholes around the Parish. Unfortunately, due to the wet weather the pothole team have not been able to conduct proper repairs, only temporary ones. Work will recommence in the Spring when the better weather comes. Councillors were reminded to report any issues through Fix My Street.
1599. Planning
03250/25/FUL –Plot at The Woodlands, Chapel Road, Tumby Woodside, PE22 7SP – Erection of a detached annexe, existing building to be demolished and the erection of a fence to a height of 1.8 metres. Planning permission approved.

00048/26/RVC – Section 73 application to vary condition 2 (approved plans) and 3 (materials) previous approved on S/035/01788/22 for the erection of a double garage with storeroom. Demolition of existing garage. - Support
1600. Accounts
The following cheques were presented to the meeting for payment:
HMRC -PAYE – Cheque No. 388 - £30.40 .
A Appleyard – Salary – Cheque No. 389 - £122.10
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the payments be approved. All in favour.
1601. Police Matters.
There was nothing locally to report. There had been a theft of fuel from a property at East Kirkby.
1602. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin and a temporary road restriction notice.
1603. Parish Matters
Cllr Foster had brought along one of the new food caddies to show Councillors. The collection of food waste goes live in some parts of Lincolnshire from April, but East Lindsey will not go live until October. Households in the District will start receiving their bins from August. All the waste food will go to a Biomass for converting into fertiliser. Cllr Foster also advised that ELDC will receive thirty new bin lorries in August which will replace the existing fleet. The new lorries will be able to collect the food waste at the same time as whatever waste is due for collection in a particular week. The bins are animal proof and will be collected weekly. Smaller bins will be provided for inside the house, along with liners for these bins for a year. He also advised that it is hope that from 2027, households will be able to recycle soft plastics, i.e. poly bags/bread bags. The Government is also looking at a deposit return scheme where households can return cans/plastic bottles to supermarkets/shops where the goods have been purchased from.
Cllr Foster advised that the public toilets in Coningsby are to be demolished in October and replaced with new module toilets which will be self-locking/opening. Toilet upgrades are also being undertaken elsewhere in the district.
Cllr Hodgson asked Cllr Foster about the proposed Local Government Reorganisation. This will have a significant impact on local councils and would mean that there would be a drastic decrease in the number of Councillors in Lincolnshire
The old bomb dump was mentioned and it would appear that the buildings are mainly being used for storage and are being done up to get rid of asbestos.
Cllr Scarborough mentioned that the Chapel Road sign at Sandy Bank End of the road from Tumby Woodside is missing. The clerk will sort this out.

It was also mentioned about the trees encroaching onto the road between Tumby Woodside and Moorhouses. The trees were originally planted by the County Council. Cllr Foster will have a word with Mareham Le Fen Parish Council regarding these as they come within their Parish.

The next meeting of Tumby Parish Council will be held on Monday 18th May 2026 at 7.30pm in New York Lecture Hall.
