Minutes of the Tumby Parish Council Meeting held on Monday 24th May 2021 at 7pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak.  No members of the public were present at the meeting.

1333.                     Election of Chairman

It was proposed by Cllr Spurrier and seconded by Cllr Lee that Cllr Wilson be re-elected as Chairman of Tumby Parish Council.  All in favour.  Cllr Wilson was duly elected.

1334.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1335.                     Apologies for Absence

Apologies had been received from Cllr H Scarborough, Cllr S Avison and Cllr T Ashton.

1336.                     Election of Vice-Chairman

It was proposed by Cllr Lee and seconded by Cllr Scarborough that Cllr Spurrier be re-elected as Vice-Chairman of Tumby Parish Council.  All in favour.  Cllr Spurrier was duly elected.

1337.                     Appointment of Responsible Financial Officer

It was proposed by Cllr Spurrier and seconded by Cllr Wilson that the clerk be appointed as Responsible Financial Officer.  All in favour.

1338.                     Declarations of Interest

There were no Declaration of Interests brought before the meeting.

1339.                     Approval of Standing Orders

It was agreed by all Councillors to Approve the Standing Orders.

1340.                     Minutes

 Draft minutes of the meeting held on Monday 1st March 2021 had been circulated prior to the meeting.  It was proposed by Cllr Spurrier and seconded by Cllr Scarborough that these be accepted as a true and accurate record.  Cllr Wilson duly signed the minutes.

1341.                     Highways

It was reported that some of the pot holes down Sandy Bank Road had been repaired but that others had been left.  It would appear that only the marked ones or reported ones get repaired.  It was felt that some of the repairs done are not carried out properly with many of the holes re-appearing after a couple of days.  Councillors raised concerns that the B roads are a disgrace and many of the C roads are unsafe due to lack of maintenance.  The clerk will raise the concerns with Cllr Ashton again.

1342.                     Planning

PL/0051/21 – Propose to construct a Household Waste Recycling Centre (HWRC) on existing closed landfill site.  To include single storey welfare building/office and canopies.

Concerns were expressed about this planning application, which is proposed to be on the dis-used rubbish dump down Kirkby Lane, just past the dog training site.  The site has been unused for a very long time, in the region of 30+ years and was a dumping ground for toxic waste.  There appear to be no records available as to what was dumped at the site but local residents know that it was previously used for dumping tar, petrol, septic tank waste, etc.  There is nothing growing on the site which indicates toxic substances have been disposed of there.  It was felt that the County Council have thought about this application and that they are trying to rush the plans through.  The other concern raised was whether the lagoons would be stable enough to hold buildings and that this could pose a risk to both contractors and the public.  The surveys which have been carried out have not gone to deep enough depths, with only the surface being tested.  Whilst Councillors were all in agreement that we need to recycle more, it was felt that this was totally the wrong site.  The Parish Council will submit objections to the plans.

Other building work within the Parish or nearby has seen the demolition of a couple of properties with new builds in their place.

1343.                     Parish insurance

The Clerk had received the renewal for the Parish Insurance.  This will cost £160.65 this year.  It was proposed by Cllr Spurrier and seconded by Cllr Scarborough that the insurance be renewed with Zurich Municipal.  All in favour.

1344.                     Acceptance of Annual Governance Statement

The Chairman read out the Annual Governance Statement and filled in the relevant boxes accordingly.  It was proposed by Cllr Spurrier and seconded by Cllr Lee that this be accepted.  All in favour.

1345.                     Acceptance of Annual Accounts

The accounts were presented by the clerk for the year 2020/2021.  It was proposed by Cllr Scarborough and seconded by Cllr Spurrier that these be accepted as a true and accurate record.  All in favour

1346.                     Certificate of Exemption

The certificate of exemption was completed, stating that the Council did not exceed £25,000 total gross income or expenditure for the year.  The clerk and the chairman signed the form.

1347.                     Accounts

The clerk presented the following accounts for payment:

Zurich Municipal – Parish Insurance - Cheque Number 000328 - £160.65

LALC – Annual Subscription – Cheque Number 000329 - £74.80

H M Revenue & Customs – PAYE – Cheque Number 000330 - £30.40

A Appleyard – Salary – Cheque Number 000331 - £122.10

The Parish Noticeboard Company – Noticeboard – Cheque Number 000332 - £618.0

It was resolved to pay these accounts.  This was proposed by Cllr Spurrier and seconded by Cllr Hodgson.

1348.                     Police Matters.

It was reported that there are a number of scrap dealers in the area at the moment so people were reminded to make sure all out buildings were secure.

 along the track close to his property.  On another occasion two vehicles were spotted in the field near to the wood at the back of his property.

1349.                     Correspondence

Correspondence had been circulated prior to the meeting.  There was nothing to bring to the meeting from the correspondence received.  Correspondence included LALC newsletter, LALC E-News Letters, Woodhall Spa & Coningsby & Tattershall Neighbourhood Policing Team Newsletter.

1350.                     Parish Matters

Cllr Foster advised that ELDC Enforcement are aware of the problem of pallets being burnt at the old railway cottages and are keeping an eye on the situation.

Cllr Avison had spoken with enforcement to make them aware that the number of cars at Sandy Bank Farm are on the increase again.  This will be monitored.

There appear to be a number of accidents occurring at the Tumby Woodside/Sandy Bank Road junction, with cars appearing to go straight over the road into the ditch.  There have also been a number of cars going into the ditch further up on the bad bend.  The junction at the school corner was also discussed.  The clerk will speak with Cllr Ashton regarding the Highway issues.

The proposed housing estate on Leagate Road has now got outline planning permission granted.

1351.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Monday 6th September 2021 at 7.30pm in New York Lecture Hall
