Minutes of the Tumby Parish Council Meeting held on Tuesday 16th May 2023 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1445. Declaration of Acceptance – All Councillors
The newly elected Councillors all signed the Declaration of Acceptance Forms.
1446. Election of Chairman
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that Cllr Wilson be re-elected as Chairman for the forthcoming year. All in favour. Cllr Wilson was duly elected.
1447. Declaration of Acceptance of Office of Chairman
Cllr Wilson signed the Declaration of Acceptance of Office of Chairman form.
1448. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1449. Apologies for Absence
Apologies had been received from Cllr J Scarborough, Cllr H Scarborough and Cllr Foster.
1450. Election of Vice-Chairman
It was proposed by Cllr Hodgson and seconded by Cllr Wilson that Cllr Spurrier be re-elected as Vice-Chairman for the coming year. All in favour. Cllr Spurrier was duly elected.
1451. Declaration of Acceptance of Office of Vice-Chairman
Cllr Spurrier signed the Declaration of Acceptance of Office of Vice-Chairman form.
1452. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1453. Minutes
Draft minutes of the meeting held on Monday 27th February 2023 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1454. Approval of Standing Orders
It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the Standing Orders be approved for the forthcoming year. These will be reviewed again next year.
1455. Highways
The road at Sandy Bank is still very poor although some repairs have been authorised, with further repairs expected later in the year.
The road opposite the Game Keepers Cottage at Tumby has been marked for repair.
The road along Tumby Moorside still requires attention with the edge of the road collapsing in places.
1456. Planning
S/189/01386/22 – The Railway Station, Station Road, Tumby Woodside, PE22 7SL – Change of Use, conversion of and alterations and extensions to former railway buildings to form 1 no. dwellinghouse and detached three bay garage – Full Planning Permission granted.
S/189/00211/23 – Tumby Woodside Methodist Church, Chapel Road, Tumby Woodside, PE22 7SP – Change of use, conversion of and alterations to the existing former chapel to provide a dwelling (works started) – Full Planning Permission granted.
S/189/02315/22 – Homefields, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Change of use conversion of extension and alterations to an existing barn to provide a dwelling, erection of incidental outbuilding to be used as an office and gym and construction of a vehicular access for the existing dwelling and associated parking. – Full Planning Permission granted.
S/035/00909/23 – Proctors Farm, Sandy Bank, Coningsby Moorside – Erection of a dwelling which incorporates the existing agricultural barn – Decision awaited.
1457. Parish Insurance
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the proposal received from Zurich Municipal of £161.06 for the Parish Insurance be approved. All in favour.
1458. Acceptance of Annual Governance Statement
Cllr Wilson read through the Annual Governance Statement. It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the Annual Governance Statement be approved. All in favour. The Chairman and the Clerk duly signed the form.
1459. Acceptance of Annual Accounts
The clerk presented the Annual Accounts to the Councillors. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be approved. All in favour. The accounts were signed by both the Chairman and the Clerk.
1460. Acceptance of the Certificate of Exemption

The clerk presented the Certificate of Exemption for approval. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that this be approved. All in favour. The Chairman and Clerk both signed the relevant form.
1461. Accounts
The following cheques were presented to the meeting for payment:
New York Lecture Hall Managers – Village Hall Hire – Cheque No. 353 - £56.00
LALC – Annual Subscription – Cheque No. 354 - £75.89
HMRC -PAYE – Cheque No. 355 - £30.40
A Appleyard – Salary – Cheque No. 356 - £122.10
Mrs V Clark – Internal Audit Fee – Cheque No. 357 - £120.00
Zurich Municipal Insurance – Parish insurance - Cheque No. 358 - £161.06
It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the payments be approved. All in favour.
1462. Police Matters.
A suspicious white van has been seen in the area so people were reminded to keep a look out for anything unusual going on.
1463. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News, Wolds Police Quarterly Briefing, ELDC Town and Parish E-News and the LALC Training Bulletin.
1464. Parish Matters
The new recycling facility seems to be running really well and is usually very busy.
A complaint had been received regarding the condition of the public footpath running along side of Troy Wood through to Tumby Woodside. The clerk will try to find out who is responsible for the up keep of these and question if these are inspected regularly.
1465. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 4th September 2023 at 7.30pm in New York Lecture Hall.
There being no further business the meeting closed at 8.35pm.
