Minutes of the Tumby Parish Council Meeting held on Monday 20th May 2024 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.

1500.                     Election of Chairman

It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that Cllr Wilson be re-elected as Chairman.  All in favour.  Cllr Wilson was duly elected.

1501.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1502.                     Apologies for Absence

Apologies were received from Cllr J Scarborough and Cllr H Scarborough.

1503.                     Election of Vice-Chairman

It was proposed by Cllr Hodgson and seconded by Cllr Wilson that Cllr Spurrier be re-elected as Vice Chairman.  All in favour.  Cllr Spurrier was duly elected.

1504.                     Declarations of Interest

There were no Declarations of Interest brought before the meeting.

1505.                     Minutes

Draft minutes of the meeting held on Monday 26th February 2024 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1506.                     Highways

Cllr Wilson reported that the road outside of his house is sinking down one side.  Cllr Ashton advised that the best way to report any highway problems is through Fix My Street. The clerk will take photos of the road and report it this way.  There is also an issue with the same road but further up

towards Sandy Bank where a spreader went off the road a few months ago.  She will report this bit also. will check up on the current position of the proposed repairs to Sandy Bank Road. It was felt that the road from the Leagate right through to Gipsey Bridge, although unclassified, should really be a B Road with the amount of traffic which uses it.  Cllr Ashton advised that he has chased up the repairs to Sandy Bank Road but is awaiting a reply from Highways.  The clerk will correspond with Cllr Ashton on all highway issues within the Parish which need attention.

1507.                     Planning

S/189/00964/23 – Land at Meadow Farm, Tumby Moorside Road, Tumby Moorside – Erection of two storey house – Decision awaited. Plans have been amended with a change of house size, situated under mature oak trees.  This application is still outstanding.  The clerk will get in touch with the case contact at ELDC as the Parish Council’s comments don’t appear on the portal.

S/189/01807/23 – Land South of Old Ticket Office, Station Road, Tumby Woodside – Erection of a dwelling to be used as a self-contained holiday accommodation – Planning Permission granted.

1508.                     Parish Insurance

The renewal had been received for the Parish Insurance for the coming year.  It was proposed by Cllr Spurrier and seconded by Cllr Hodgson to accept the renewal cost of £195.31.  The clerk will sort out the Insurance with Zurich.

1509.                     Acceptance of Annual Governance Statement

The Chairman read out the Annual Governance Statement.  It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the Annual Governance Statement be approved.  All in favour.  The Chairman and the Clerk signed the form.

1510.                     Acceptance of Annual Accounts

The clerk presented the Annual Accounts to the Council.  It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be approved.  All in favour.  The Chairman and the Clerk signed the accounts.

1511.                     Acceptance of the Certificate of Exemption

The clerk presented the Certificate of Exemption for approval.  It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that this be approved.  All in favour.  The Chairman and Clerk signed the necessary form.             

1512.                     Accounts

The following cheques were presented to the meeting for payment:

LALC – Annual Subscription – Cheque No. 367 - £86.36

New York Hall Managers – Hall Hire – Cheque No. 368 - £56.00

Zurich Municipal – Parish Insurance – Cheque 369 - £195.31

HMRC -PAYE – Cheque No. 370 - £30.20

It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the payments be approved. All in favour.

1513.                     Police Matters.

The local police offices have now closed with all officers now working out of Horncastle.

1514.                     Correspondence

Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin, a temporary road closure and the Town and Parish Council Newsletter.

1515.                     Parish Matters

Once again the recent flooding issues were discussed.  Cllr Ashton is awaiting a response from the Environment Agency to various issues raised. 

1516.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Monday 2nd September at 7.30pm in New York Lecture Hall.

There being no further business the meeting closed at 8.27pm.
