Minutes of the Tumby Parish Council Meeting held on Monday 9th June 2025 at 7.30pm in New York Lecture Hall.
Present:

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1551. Election of Chairman
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that Cllr Wildon be elected as Chairman. All in favour. Cllr Wilson was duly elected.
1552. Declaration of Acceptance of Office of Chairman
Cllr Wilson signed the Declaration of Acceptance of Office Form.
1553. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1554. Apologies for Absence
Apologies for absence were received from Cllr H Scarborough, Cllr J Scarborough, and Cllr M Foster (District Councillor)
1555. Election of Vice-Chairman
It was proposed by Cllr Hodgson and seconded by Cllr Wilson that Cllr Spurrier be elected as Vice-Chairman. All in favour. Cllr Spurrier was duly elected.
1556. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1557. Minutes
Draft minutes of the meeting held on Monday 24th February 2025 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1558. Highways
Various roads within the Parish require repair but this is a problem all over Lincolnshire. Sandy Bank Road is down for work to be conducted shortly. The laybys at Tumby Swan need the holes filling in as they are not safe to use.
1559. Planning
02119/25/FUL – The Woodlands, Chapel Road, Tumby Woodside, PE22 7SP – Erection of a detached bungalow and associated parking on the site of an existing outbuilding which is to be demolished – It was commented that no new builds are planned for Tumby Woodside and the proposed building is not within keeping of nearby properties. It would also appear from the plans that none of the original building is being used for the new property.
1560. Parish Insurance
The clerk had received the Parish Insurance renewal at a cost of £194.25. It was proposed by Cllr Hodgson and seconded by Cllr Spurrier to accept the renewal from Zurich.
1561. Acceptance of Annual Governance Statement
The Chairman read out the Annual Governance Statement. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the Annual Governance Statement be approved. All in favour. The Chairman and the Clerk signed the form.
1562. Acceptance of Annual Accounts
The clerk presented the Annual Accounts to the Council. It was proposed by Cllrs Hodgson and seconded by Cllr Spurrier that these be approved. All in favour. The Chairman and the Clerk signed the accounts.
1563. Acceptance of the Certificate of Exemption
The clerk presented the Certificate of Exemption for approval. It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that this be approved. The Chairman and the Clerk signed the form.
1564. Accounts
The following cheques were presented to the meeting for payment:
New York Lecture Hall Managers – Room Hire – Cheque No. 379 - £62.00
Zurich Municipal – Parish Insurance – Cheque No. 380 - £194.25
LALC – Annual Subscriptiom – Cheque No. 381 - £88.02
HMRC -PAYE – Cheque No. 382 - £30.40 .
A Appleyard – Salary – Cheque No. 383 - £122.10
It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the payments be approved. All in favour.

1565. Lloyds Bank – Account Charges
The clerk advised that she had received correspondence from Lloyds Bank advising that they will be charging a monthly fee as well as transaction fees. This will cost the Parish approximately £50 per year. It was agreed to stay with Lloyds now and monitor the costs incurred.
1566. Police Matters.
Cllr Hodgson reported that someone had stolen diesel from his farm tank. Cllr Matthews advised that it was looking like Police numbers were going to be cut County wide. It was agreed that more police officers are required not less.
1567. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin, a temporary road closure and the Town and Parish Council Newsletter.
1568. Parish Matters
The clerk was asked to send a letter/card to Cllr Ashton thanking him for his continued support of the Parish Council over the past few years.
1569. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 1st September 2025 at 7.30pm in New York Lecture Hall.
There being no further business the meeting closed at 8.25pm.
