Minutes of the Tumby Parish Council Meeting held on Monday 6th December 2021 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.

1364.                     Welcome by Chair

Cllr Wilson welcomed everyone to the meeting.

1365.                     Apologies for Absence

Apologies had been received from Cllr Lee and District Councillor, Cllr Foster.

1366.                     Declarations of Interest

There were no Declaration of Interests brought before the meeting.

1367.                     Minutes

Draft minutes of the meeting held on Monday 6th September 2021 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. Cllr Wilson signed the minutes.

1368.                     Highways

Cllr Wilson advised that the poles from Sandy Bank crossroads to Tumby Woodside junction had been numbered ready for repair. He had seen the number 76 on one, so they have a fair few to mend. The potholes between Moorhouses and New Bolingbroke have been repaired. It was confirmed by Cllr Ashton that Sandy Bank Road is down for repair.

Since the recent frosts came there have been a number of cars going off the road from the Tumby Woodside junction going towards Coningsby, both at the junction and the bad bend after. Councillors felt that the stretch of road from the Leagate junction through to Hundle House Lane should be gritted as more traffic are using this route to and from Boston.

1369.                     Planning

S/189/02256/21 – 1 Ivy Cottage, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Extension to existing dwelling to provide additional independent living accommodation – Support

Concerns were raised about the safety of the burnt down house at Tumby Moorside. Cllr Wilson had heard that the plot had been sold. The question was raised about planning permission with the plot being so close to the RAF landing lights but because there is already a property there it is most likely that permission would be granted.

1370.                     Precept/Budget

The clerk had circulated the budget figures prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the precept be set at £1000 for the coming year.

1371.                     Accounts for Payment

The clerk presented the following accounts for payment:

H M Revenue – PAYE – Cheque Number 000336 - £30.60

A Appleyard – Salary – Cheque Number 000337 - £121.89

It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that these be approved.

1372.                     Police Matters

There have been reports of Hare Coursing in the area. A theft of parts from a Land Rover had taken place at Haltham. The vehicle had been stripped of all parts; this took place about twenty yards from the owner’s back door. There have also been thefts of heating oil and diesel within the area. Councillors were reminded to report anything suspicious which they see.

1373.                     Parish Matters

Cllr Spurrier advised that he had collected some fly tipping from down No Mans Friend, and he took it to the tip but was turned away. He had rung the Council for a ticket to get rid of the waste, but he was still unable to leave the rubbish at the tip. The best option for any fly tipping seen in the area is to ring or email ELDC and advise them of it and leave them to collect.

Cllr Spurrier asked Cllr Ashton if any tests had been done on the old dump site yet and if there was any update on the project. Cllr Ashton will check the current situation and report back.

The next meeting of Tumby Parish Council will be held on Monday 28th February 2022 at 7.30pmin New York Lecture Hall.
