Minutes of the Tumby Parish Council Meeting held on Monday 28th November 2022 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1420. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1421. Apologies for Absence
Apologies had been received from Cllr H Scarborough and Cllr M Foster.
1422. Declarations of Interest
There were no Declaration of Interests brought before the meeting.
1423. Minutes
Draft minutes of the meeting held on Tuesday 11th October 2022 had been circulated prior to the meeting. It was proposed by Cllr Scarborough and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1424. Highways
The dyke bank along the road at Tumby Moorside has almost collapsed. Sandy Bank Road is still unrepaired. Cllr Ashton advised that he is having a ride around the area with the Highways Area Manager, Leyla Hardy, on 13th December. She appears to be a breath of fresh air and is keen to get problem areas sorted, where possible. Cllr Ashton advised that it has been voted at County that all spare surplus budgets for the year are to be put into Highways.
It was mentioned that the B1192, close to the poultry farm, is particularly bad, although not in our Parish.
The white railings are down at the Tumby Woodside junction.

The problems at Gibbet Nook were once again mentioned and Cllr Ashton will look at this again with Ms Hardy.
1425. Planning
S/189/01386/22 – The Railway Station, Station Road, Tumby Woodside, PE22 7SL – Change of Use, conversion of and alterations and extensions to former railway buildings to form 1 no. dwellinghouse and detached three bay garage.
There are still a number of issues with this proposed application, the main one being the right of way. Tumby Estate have a right of way through to their land. The land hasn’t been registered when parts have been sold off and the boundaries are unclear. Most of the problems are civil matters not planning. Cllr Ashton will speak to Graham Hyde at Planning regarding the issues.
S/189/02016/22 – The Old Chapel, Chapel Road, Tumby Woodside, Boston, PE22 7SP – Application to remove condition 2 (occupancy condition) imposed on planning permission ref no. S/189/1164/12.
The request is now for this to be changed from a holiday cottage to a dwelling. The main concern was parking issues. There is only room for 1 car, if this is turned into a dwelling there is a strong possibility that at least two vehicles will be parked there. The current owners own a piece of land opposite the chapel but it is understood that this is up for sale. They will have to prove that there is no market for the property to remain as a holiday cottage.
S/035/01788/22 – Leagate Barn, Leagate Road, Tumby, Boston, PE22 7SY – Erection of a double garage with storeroom. Demolition of existing garage. The dyke outside of this property has been filled in. The drains go under the road into this dyke. A new pipe is to be put under the road from the Leagate into the dyke opposite. Work is planned to take place in February.
Cllr Wilson advised that someone is interested in purchasing Proctors Farm with the plan to build a dwelling on the site.
1426. Accounts
The following cheques were presented to the meeting:
HMRC -PAYE – Cheque Number 000349 - £30.60
A Appleyard – Salary – Cheque Number 000350 - £121.89
It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that the payments be approved. All in favour.
1427. Police Matters.
A cattle trailer has been stolen from Swan Farm in the past few days. There is currently a lot of farm crime in the Horncastle area, particularly quad bikes, trailers etc.
1428. Correspondence
Correspondence had been circulated prior to the meeting. There was nothing to bring to the meeting from the correspondence received. Correspondence included LALC newsletter, LALC E-News

Letters, Lincolnshire Minerals and Waste Local Plan: Consultation on Potential Mineral Sites Nominated for Allocation in the updated plan
1429. Parish Matters
Update on Noticeboard – It was agreed to put the noticeboard up in the layby at Tumby Swan. Cllr Spurrier will collect the board from the clerk and get it erected at the layby.
1430. Precept
Budget figures had been circulated prior to the meeting with the suggestion that the precept be set at £1000 for the coming year. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that the precept be set at £1000. All in favour.
1431. Any Other Business
Cllr Avison advised that he would be standing down at the elections in May. Councillors will be sorry to see him go but wish him a happy retirement.
1432. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 27th February 2023 at 7.30pm in New York Lecture Hall.
There being no further business the meeting closed at 8.35pm.
