Minutes of the Tumby Parish Council Meeting held on Monday 27th November 2023 at 7.30pm in New York Lecture Hall.

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1477. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.

There were no apologies for absence received.
1479. Declarations of Interest
There were no Declarations of Interest brought before the meeting.
1480. Minutes
Draft minutes of the meeting held on Monday 4th September 2023 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr Hodgson that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1481. Highways
It was noted that the Keep Clear sign and the white lines had been repainted at Gibbet Nook junction. Some work has also been conducted down Sandy Bank Road, also at Chapel Road, Tumby Woodside.
A lorry had gone off the road recently down Moorside Road and there is now no verge left where it went into the dyke. ELDC are aware of the problem as they have been seen taking photos at the site. Other Highway problems include potholes outside of Fulsby Wood Farmhouse, railings down at Tumby Woodside corner and a sign down at this junction. The clerk will look and report any necessary problems.

The layby at Tumby Swan requires repair and is unsafe for vehicles to go in.
Cllr Ashton advised the meeting that Anglian Water are the first utility to commit to the new LCC Charter which is for a road closure reduction initiative. It has been a problem with companies like Anglian Water closing roads to conduct work when all that is needed is either traffic lights near the area being worked on or cones, tape etc around the area. LCC have already seen a significant reduction in the amount of road closures.
Cllr Ashton also advised that Sandy Bank Road is to be repaired properly in the coming months.
Concerns were expressed that trees and hedges along roadsides are not being cut back making it impossible to avoid hitting wing mirrors on the branches when meeting oncoming traffic.
Cllr Ashton also gave a flood and water update following the recent flooding in the area. He advised that the problem is going to be investigated, right from the first warning to the end. As it has been unprecedented rainfall it is questionable if the systems in place were adequate. If the Bain had not breached in Coningsby and the gravel pits at Tumby the whole of Tattershall Lakes would have been under water. Numerous discussions will take place with questions being asked as to why there were so many issues and problems.
1482. Planning
S/035/00909/23 – Proctors Farm, Sandy Bank, Coningsby Moorside – Erection of a dwelling which incorporates the existing agricultural barn – Full Planning Permission granted.
S/189/00964/23 – Land at Meadow Farm, Tumby Moorside Road, Tumby Moorside – Erection of two storey house – Decision awaited.
S/189/01807/23 – Land South of Old Ticket Office, Station Road, Tumby Woodside – Erection of a dwelling to be used as a self-contained holiday accommodation – Some of the land has been cleared already. Parking could be an issue here.
PL/0077/23 – Woodhall Spa Quarry, Tattershall Road, Kirkby on Bain – Development to vary conditions 14 and 18 of review of mineral permission (ROMP) – Decision E176/1311/99 – To extend current silt management operations and revise the approved restoration and aftercare – No comment.
S/140/02056/23 – Ivy House, Sandy Bank, New York, LN4 4YG – Alterations to existing dwelling to provide replacement windows and doors and siting of an 1800 litre heating oil tank – No Comment.
1483. Accounts
The following cheques were presented to the meeting for payment:
HMRC -PAYE – Cheque No. 363 - £30.60
A Appleyard – Salary – Cheque No. 364 - £121.89
It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the payments be approved. All in favour.
1484. Police Matters.

There have been no incidents of hare coursing this winter, ground is too wet! There have been two accidents at Gibbet Nook junction in the past few weeks.
1485. Correspondence
Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin. An email had been received from PKF Littlejohn LLP, the auditors, advising that the website was not compliant with the publication requirements of the Transparency Code for Smaller Authorities. This has now been dealt with. Lincolnshire Police – Parish Council Engagement, ELDC on 5th December.
1486. Parish Matters
The proposed 30mph at Tumby Woodside was again discussed. Cllr. Ashton will investigate this. There are a number of small children living in the area now, so the speeding traffic is more of a concern. Cllr Scarborough advised that she had had two cars written off by vehicles speeding near to the junction.
Cllr Spurrier advised that signs have been put up along the road to Horncastle and to Mareham Le Fen warning of deer. A couple of deer had recently been knocked down by vehicles.
1487. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 26th February at 7.30pm in New York Lecture Hall.
There being no further business the meeting closed at 8.22pm.
