Minutes of the Tumby Parish Council Meeting held on Monday 25th November 2024 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.

1528.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1529.                     Apologies for Absence

Apologies for absence were received from Cllr Hodgson, Cllr J Scarborough and Cllr Foster (District Councillor).

1530.                     Declarations of Interest

There were no Declarations of Interest brought before the meeting.

1531.                     Minutes

Draft minutes of the meeting held on Monday 2nd September 2024 had been circulated prior to the meeting. It was proposed by Cllr Spurrier and seconded by Cllr H Scarborough that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1532.                     Highways

The road between Gibbet Nook and Tumby Swan Corner requires repairs carrying out as the tarmac is splitting.  The laybys at Tumby Swan either need closing or repairing as it is dangerous to use them.  Sandy Bank Road is still in a poor state of repair, repair work is eagerly awaited.  There are also potholes outside of the Keepers Cottage.  Cllr Wilson asked if the road between the Leagate and Sandy Bank Road, Tumby Moorside, could be gritted as this is a school route and is very dangerous in icy weather. 

1533.                     Planning

S/189/00964/23 – Land at Meadow Farm, Tumby Moorside Road, Tumby Moorside – Erection of two storey house – Decision awaited

S/189/01146/24 – Land adjacent to Fir Tree Cottage, Chapel Road, Tumby Woodside, PE22 7SP – Conversion, extensions, and alterations of a barn to a dwelling, erection of a garage and tractor store

And change of use of land to domestic curtilage – Planning Permission refused.

S/035/02114/23 – Land at Leagate Farm, Cross Keys Lane, Coningsby, LN4 4RT – Revised scheme and details including two more residential units – There appears to be no mention of the shop on the new plans.  Concerns were raised that a footpath would be put on Leagate road, but the footpath is shown as going across the back of the site, coming out in Pilgrim Square.

1534.                     Accounts

The following cheques were presented to the meeting for payment:

HMRC -PAYE – Cheque No. 375 - £30.40                                  .

A Appleyard – Salary – Cheque No. 376 - £122.09

It was proposed by Cllr Spurrier and seconded by Cllr H Scarborough that the payments be approved. All in favour.

1535.                     Budget

The clerk had circulated the budget figures to Councillors prior to the meeting.  It was proposed by Cllr Spurrier and seconded by Cllr H Scarborough that the budget for the year 2025-26 be set at £1000.  All in favour.

1536.                     Police Matters.

Off road gangs have been using part of Revesby Estate for their sport, causing damage.  There have been a few deer killed/injured on the road between Tumby Lawn and Haltham Hill.  The clerk will investigate getting more warning signs put in place.

1537.                     Correspondence

Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin, a temporary road closure and the Town and Parish Council Newsletter.

1538.                     Parish Matters

The breach in the bank at the gravel pits is under repair but this is being done by the gravel pits as the Environment Agency are not interested in carrying out the work.  Cllr Ashton gave an update on the current position with the issues from the recent floodings. Cllr Wilson and Cllr H Scarborough will check the grit boxes near to their homes and advise the clerk if they need re-filling.

1539.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Monday 24th February 2025 at 7.30pm in New York Lecture Hall.

There being no further business the meeting closed at 8.16pm.
