Minutes of the Tumby Parish Council Meeting held on Monday 6th September 2021 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak.  No members of the public were present at the meeting.

1352.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1353.                     Apologies for Absence

Apologies had been received from Cllr H Scarborough and Cllr J Scarborough.

1354.                     Declarations of Interest

There were no Declaration of Interests brought before the meeting.

1355.                     Minutes

 Draft minutes of the meeting held on Monday 24th May 2021 had been circulated prior to the meeting.  It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that these be accepted as a true and accurate record.  Cllr Wilson duly signed the minutes.

1356.                     Highways

Some work has been carried out within the Parish and that which has been done has been done well.  There are still some potholes in the area which need attending to.  The best way to report these is via the Fix My Street app on your phone.  The change of road layout at the school was again mentioned.  Cllr Hodgson thinks that this may have previously been changed many years ago but was changed back to how it is now.  Concerns were again expressed about the number of accidents which are happening at Gibbet Nook.  Cllr Ashton advised that the Council are not prepared to spend money at this junction to improve the flow of traffic.  He has asked for this to be reviewed but it may take a while to go through the process

1357.                     Planning

PL/0051/21 – Propose to construct a Household Waste Recycling Centre (HWRC) on existing closed landfill site.  To include single storey welfare building/office and canopies.

Plans for the above have been passed. Cllr Ashton advised that he had spoken out against the proposals on behalf of both Parish Councils and concerned residents.  Various conditions have been put in place and no work is to commence until risk assessments have been carried out on previous usage and its risks.  Cllr Ashton will keep the Council informed of any developments for and on the site.

1358.                     Accounts

The clerk presented the following accounts for payment:

Mrs V Clark – Internal Audit – Cheque Number 000333 - £50.00

H M Revenue - PAYE – Cheque Number 000334 - £30.40

A Appleyard – Salary – Cheque Number 000335 - £122.09

1359.                     Internal Audit

Mrs Clark had forwarded her Internal Audit Report.  She reported that certain accounting information is missing from the website, however, after talking with the Clerk the information is on the website but hasn’t been made live which means it can’t be seen when logging on.  The annual Internal Audit should be carried out prior to the AGAR being signed in the meeting.  This will be addressed for next year. 

1360.                     Police Matters.

Cllr Wilson reported on the recent house fire near to his property.  The cause of the fire is not known.  Concerns were expressed as to the safety of the property; the area has all been taped off.  Deer poaching is starting to rise again in the area.  Cllr Foster reported that sadly our previous PCSO Ali Evans had passed away recently at the age of 55.

1361.                     Correspondence

Correspondence had been circulated prior to the meeting.  There was nothing to bring to the meeting from the correspondence received.  Correspondence included LALC newsletter, LALC E-News Letters, Woodhall Spa & Coningsby & Tattershall Neighbourhood Policing Team Newsletter.

1362.                     Parish Matters

Cllr Avison reported that everything is quiet at ELDC now with nothing to report.  He is busy with Licensing applications and issues.

1363.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Monday 29th November 2021 at 7.30pm in New York Lecture Hall

There being no further business the meeting closed at 8.15pm
