Minutes of the Tumby Parish Council Meeting held on Tuesday 11th October 2022 at 7.30pm in New York Lecture Hall.

Public Forum
Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.
1408. Welcome by Chairman
Cllr Wilson welcomed everyone to the meeting.
1409. Apologies for Absence
Apologies had been received from Cllr J Scarborough, Cllr T Spurrier, Cllr S Avison, and Cllr M Foster.
1410. Declarations of Interest
There were no Declaration of Interests brought before the meeting.
1411. Minutes
Draft minutes of the meeting held on Monday 30th May 2022 had been circulated prior to the meeting. It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.
1412. Highways
The condition of the road from Sandy Bank Corner to Tumby Woodside junction was again discussed. Considerable work is required to make this road safe again.
Cllr Wilson advised that the road outside his property was collapsing, this will be reported.
Gibbet Nook was once again raised, particularly the issue of the white lines on the main road which realistically mean that traffic cannot turn into the garage from off the main road. This means that traffic must go into the garage from off the Leagate Road which can cause problems at the junction. It would be better if there was a one-way system in and out of the garage. Cllr Ashton will have a look at the problem.
Cllr Ashton reported that some surplus funds have become available from the budget, and this has been ploughed into Highways. It is very much still a hand to mouth existence, but they can maintain programmed works plus a little bit more than expected.

1413. Planning
S/189/01386/22 – The Railway Station, Station Road, Tumby Woodside, PE22 7SL – Change of Use, conversion of and alterations and extensions to former railway buildings to form 1 no. dwellinghouse and detached three bay garage. There are a number of issues which may affect this planning application. Tumby Estate have a right of way through to their land. The septic tank currently in belongs to the Old Ticket Office. There are also boundary issues with the nearby farm. The plans submitted would tidy up the area, but all legal issues need sorting before any development begins.
S/035/01788/22 – Leagate Barn, Leagate Road, Tumby, Boston, PE22 7SY – Erection of a double garage with storeroom. Demolition of existing garage. The dyke outside of this property has been filled in. The drains go under the road into this dyke. Concerns were raised that a new access may be built over the drain, with the entrance leading onto the bend.
Building Control have been out to the burnt-out building and made it safe. The fly tipping at the site has now stopped since the fencing has been put round the site. Any costs incurred will have to be paid for by the estate of the deceased.
1414. Accounts
The following cheques were presented to the meeting:

HMRC – PAYE – Cheque Number 000347 - £30.40
A Appleyard – Salary – Cheque Number 000348 - £122.09
It was proposed by Cllr Hodgson and seconded by Cllr Scarborough that the payments be approved. All in favour.
1415. Police Matters.
Troy Wood House, although empty, has been broken into and the copper piping stolen. There have also been a number of thefts from properties in Woodhall Spa and Tattershall Farm Park. Scrap is a good trade now, and this usually means an increase in thefts.
1416. Correspondence
Correspondence had been circulated prior to the meeting. There was nothing to bring to the meeting from the correspondence received. Correspondence included LALC newsletter, LALC E-News Letters, Woodhall Spa & Coningsby & Tattershall Neighbourhood Policing Team Newsletter, Lincolnshire Minerals and Waste Local Plan: Issues and Options and Call for Sites.
1417. Parish Matters
Highways have come back to say that they are not happy with the notice board being put up next to the post box at Tumby Swan corner. Alternative sites were suggested, and these included the layby at Tumby, the one on the main road to Mareham Le Fen, next to the one in Tumby Woodside ad also the Leagate Farm Shop. It was felt that there would be a strong likelihood of vandalism at the laybys. Cllr Wilson agreed to ask the farm shop if it can be put up there. He will report back to the next meeting.

1418. Discussion and approval of Dignity at Work Policy (Civility & Respect)
The Dignity at Work Policy had been circulated prior to the meeting. It was discussed and approved by all that the policy be adopted.
1419. Date and Time of Next Meeting
The next meeting of Tumby Parish Council will be held on Monday 28th November 2022 at 7.30pm in New York Lecture Hall
There being no further business the meeting closed at 8.29pm.
