Minutes of the Tumby Parish Council Meeting held on Monday 4th September 2023 at 7.30pm in New York Lecture Hall.

Public Forum

Fifteen minutes were allocated for members of the public to speak. No members of the public were present at the meeting.

1466.                     Welcome by Chairman

Cllr Wilson welcomed everyone to the meeting.

1467.                     Apologies for Absence

Apologies had been received from Cllr H Scarborough and Cllr Ashton.

1468.                     Declarations of Interest

There were no Declarations of Interest brought before the meeting.

1469.                     Minutes

Draft minutes of the meeting held on Tuesday 16th May 2023 had been circulated prior to the meeting. It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that these be accepted as a true and accurate record. All in favour. Cllr Wilson duly signed the minutes.

1470.                     Highways

Cllr Ashton had sent through an email advising that each county Councillor has been given an allocation of £100,000 to direct towards works which for one reason or another are not prioritised.  He has asked that Sandy Bank rebuilding is prioritised on this basis, which should see work undertaken over the next 12 months.  He has had a positive meeting with the local highways officer.  He has also asked for further white lines to be painted on the outer edge of the carriageway as a means of both encouraging lower speeds (protection of narrowed highway) and keeping vehicles away from the outer edge of the tarmac which is more liable for breaking up.

Parts of the road near to The Keepers Cottage require repair.  The road at Sandy Bank is still very poor although some repairs have been authorised, with further repairs expected later in the year.

The road opposite the Game Keepers Cottage at Tumby has been marked for repair.

The layby at Tumby Swan is not fit for purpose and requires repair.

Concerns were once again expressed about the Gibbet Nook junction.  The Keep Clear sign needs repainting.  Clarification is required regarding the double white lines going into the garage, does this mean vehicles cannot cross to go into the garage?  Cllr Foster will speak with Cllr Ashton regarding the problems at this junction.

1471.                     Planning

S/189/00872/23 – Tumby Woodside Methodist Church, Chapel Road, Tumby Woodside, PE22 7SP – Erection of a garden shed (already erected) – Planning permission granted.

S/035/00909/23 – Proctors Farm, Sandy Bank, Coningsby Moorside – Erection of a dwelling which incorporates the existing agricultural barn – This application is going to committee in October.

S/035/01378/20 – Land at Leagate Farm, Cross Keys Lane, Coningsby, LN4 4RT – Outline erection of 150 no. dwellings and a farm shop (with means of access to be considered) – Outline Planning Permission granted.

S/189/00964/23 – Land at Meadow Farm, Tumby Moorside Road, Tumby Moorside – Erection of two storey house – Objection.  Site in the flight path of RAF Coningsby, noise levels high, site not safe.

1472.                     Accounts

The following cheques were presented to the meeting for payment:

A Appleyard – Printer Ink from Woodco – Cheque No. 359 - £51.32

A Appleyard – Election Charges from ELDC – Cheque No. 360 - £48.50

HMRC -PAYE – Cheque No. 361 - £30.40

A Appleyard – Salary – Cheque No. 362 - £122.09

It was proposed by Cllr Hodgson and seconded by Cllr Spurrier that the payments be approved. All in favour.

1473.                     Police Matters.

There were no police matters to report.

1474.                     Correspondence

Correspondence had been circulated prior to the meeting. Correspondence included LALC E-News and the LALC Training Bulletin.

1475.                     Parish Matters

The proposed 30mph at Tumby Woodside was again discussed.  This will be brought up again with Cllr. Ashton.

There are some dead trees between Gibbet Nook and Tumby Swan Corner which require felling before they become a problem.

1476.                     Date and Time of Next Meeting

The next meeting of Tumby Parish Council will be held on Monday 27th November 2023 at 7.30pm in New York Lecture Hall.

There being no further business the meeting closed at 8.00pm.
